Community Message from Police and Crime Commissioner Philip Wilkinson


As your Police and Crime Commissioner for Wiltshire and Swindon, I’m proud to share the launch of our refreshed Making Wiltshire Safer: Police and Crime Plan 2025-29. 

This strategic blueprint builds on the successes of our previous plan and outlines how we will tackle key challenges, ensuring Wiltshire remains a safe place to live, work, and visit.

This plan reflects extensive consultation with you—our residents—alongside input from local stakeholders, commissioned services, and policing professionals. 

It is a comprehensive approach to deliver effective, visible, and efficient policing across the county. Together, we have shaped a strategy that addresses your concerns while aiming to strengthening trust and confidence in Wiltshire Police.

Four Key Priorities

At the heart of this plan are four strategic priorities:

A Police Service that Meets Community Needs

We’re focusing on increasing visibility in neighbourhoods, improving responsiveness, and building trust and confidence in our police force.

Reducing Violence and Serious Harm

Tackling domestic abuse, sexual violence, and organised crime head-on remains a top priority, ensuring we address the issues causing the greatest harm.

Tackling Crimes that Matter Most to Communities

From reducing anti-social behaviour and rural crime to improving road safety, this plan focuses on the concerns that matter most to you.

Improving the Experience of Victims and Delivering Justice

Supporting victims through their journey and ensuring justice is served efficiently and compassionately is central to our mission.

Building on Progress

Since taking office, I’ve worked closely with Wiltshire Police – and now under the tenure of Chief Constable Catherine Roper - to improve frontline policing, deliver better outcomes for victims, and ensure Wiltshire Police is more visible and responsive. 

Thanks to these efforts from the senior leadership to the frontline, staff and volunteers, we have seen real progress, including Wiltshire Police being lifted out of Engage. However there is still work to be done and this is acknowledged by both myself and Chief Constable Roper. This plan prioritises transforming investigations, enhancing victim support and improving public satisfaction with our services.

Listening to You

Your voice has been vital in shaping this plan. Through public consultations, the Use Your Voice survey, focus groups, and engagement with community stakeholders, we have ensured this strategy reflects your priorities. It also aligns with operational advice from policing experts and national priorities, enabling us to tackle emerging threats effectively.

Our Commitment

This plan is not just a document; it is a commitment to you, our communities. Together—residents, community groups, and police—we can create stronger, safer neighbourhoods where everyone feels confident, valued, and protected.
